The Champlain Hudson Power Express (CHPE) is a collaboration between Hydro-Québec and Transmission Developers Inc. to deliver clean energy over a reliable and resilient transmission line to be constructed between Québec and New York. This underground and underwater powerline, which can provide enough clean energy to power over one million homes, would greatly reduce New York City’s dependence on fossil fuels.

Clean hydroelectric power produced by Hydro-Québec will travel a 375-mile route until it reaches a zero-emissions converter station in Astoria, Queens, and is distributed throughout New York City. Relying on clean energy via CHPE, rather than fossil fuel generators, will reduce carbon emissions equivalent to removing half a million cars off the roads every year.

Converting to clean energy will have a positive impact on the air quality in environmental justice communities which suffer from harmful pollutants emitted through the burning of fossil fuels.

The transmission infrastructure to be built in Québec, which will connect the CHPE with Hydro-Québec’s power sources, will be jointly owned by the Mohawk Council of Kahnawà:ke – a demonstration of Hydro-Québec’s commitment to further develop its ties with Indigenous communities in the Canadian province.
Clean hydropower from Québec has been delivered into upstate New York for over a century; once the CHPE is built, it will be the first time that downstate areas will benefit from the clean, carbon-displacing and cost competitive energy. Plans have been submitted to the Public Service Commission for approval.

The CHPE is one of many efforts promoting New York state’s goal to achieve 70 percent renewables sourcing for its electricity by 2030, by reducing New York City’s fossil fuel use for electricity by more than 80 percent.
